Sandwell has been monitoring the development of the EPA Cluster Rule since 1993 and has assisted mills to prepare BMP plans, review permits, and estimate compliance costs.
We have completed studies for oxygen delignification, black liquor spill recovery, non-condensible gas and chlorine dioxide generating systems, and provided the order-of-magnitude and appropriate-grade cost estimates essential to successful project implementation. We have also assisted mills in permit review and application, and provided preliminary and detailed design, procurement or EPC services.
Our experience with Cluster Rule implementation suggests that adequate planning and integration of the new regulations into each mill's long-term plans can reduce the cost of compliance, and in some cases result in additional return on investment through improved recovery and reuse of chemicals and fibers previously lost in the mill effluent.
